China invested a record 1.2 trillion yuan in the construction of water conservancy facilities in 2023, an increase of 10 percent year on year, according to Minister of Water Resources.

黨的十八大以來，我國水利建設(shè)取得了前所未有的重大成就，組織實(shí)施了一大批防洪治理重大工程。2023年全年水利建設(shè)投資增長了10%，達(dá)到了1.2萬億元，創(chuàng)歷史新高，這些都對(duì)提升我國防御洪澇災(zāi)害能力發(fā)揮了重要作用。

2023年，我國江河洪水多發(fā)重發(fā)，7月底8月初，海河流域發(fā)生60年來最大流域性特大洪水，松花江流域部分支流發(fā)生超實(shí)測記錄洪水，防汛抗洪形勢異常復(fù)雜嚴(yán)峻，嚴(yán)重威脅人民群眾的生命財(cái)產(chǎn)安全。中國于2023年四季度增加發(fā)行2023年國債1萬億元人民幣，作為特別國債管理。增發(fā)國債主要用于支持以京津冀為重點(diǎn)的華北地區(qū)等災(zāi)后恢復(fù)重建和提升防災(zāi)減災(zāi)能力，以海河、松花江流域等北方地區(qū)為重點(diǎn)的骨干防洪治理工程等八個(gè)方向。

本次增發(fā)國債緊緊圍繞災(zāi)后恢復(fù)重建和提升防災(zāi)減災(zāi)能力，將水利領(lǐng)域的防災(zāi)減災(zāi)救災(zāi)能力建設(shè)作為重中之重，支持力度是近年來最大的。具體可以表現(xiàn)為“三個(gè)最”：一是覆蓋范圍最廣，二是支持標(biāo)準(zhǔn)最高，三是投資規(guī)模最大。

在黨中央的正確決策部署下，各級(jí)各方面采取有力有效措施，把百年一遇的洪澇災(zāi)害損失降到了最低。災(zāi)后恢復(fù)重建涉及范圍廣，工程項(xiàng)目多，資金投入大。最近中央決定增發(fā)1萬億元國債，用于支持災(zāi)后恢復(fù)重建和提升防災(zāi)減災(zāi)救災(zāi)能力的項(xiàng)目建設(shè)。各級(jí)黨委和政府、各有關(guān)部門要堅(jiān)持求真務(wù)實(shí)、科學(xué)規(guī)劃、合理布局，把資金用到刀刃上，高質(zhì)量推進(jìn)項(xiàng)目建設(shè)，把各項(xiàng)工程建設(shè)成為民心工程、優(yōu)質(zhì)工程、廉潔工程。
